Toledo Review and Alternative Compensation System Program
The Toledo Review and Alternative Compensation System Program (TRACS) was introduced during the 2002-03 school year with the focus on initiatives that promote teacher quality while improving the academic performance of urban youth. TRACS is designed to accomplish the following goals:
- Require participation in professional development activities where there is mutual union/management agreement on the potential for assisting teachers in gaining skills and knowledge that will lead to improved student performance.
- Acknowledge the importance of retaining accomplished teachers in Toledo’s classrooms and recognize and reward excellence in teaching.
- Encourage and reward teachers who work as a focused, collaborative team and success in significantly raising student academic achievement.
- Attract and reward accomplished teachers who assume additional curriculum, instructional and school improvement responsibilities and leadership.
- Support and reward veteran and exceptional teachers who not only volunteer for placement in the most difficult teaching assignments but also achieve measurable student academic results in these assignments.
- Enhance the traditional compensation schedule using approaches that contribute to more effective teaching and learning.
- Increase the retention of teachers by opening new career paths focused on instructional leadership.
Teacher Incentive Fund (TIF)
In November, 2006 Toledo Public Schools was one of four school districts in the State of Ohio to be awarded a grant, the Teacher Incentive Fund (TIF), which introduced alternative models of compensation for teachers, principals and school support staff.
The success of the Teacher Incentive Fund was evident in early September when the results from the 2008-09 school year were announced: 11 TPS schools achieved all three of the established goals, while another 15 schools reached two of the three goals. Two other schools were recognized for maintaining their excellent rating.
The goals for the 2009-2010 school year are:
- To decrease the gap in a school’s overall reading percentage by 10%
- To decrease the gap in a school’s overall math percentage by 10%
- To improve a school’s attendance rate.
Due to federal reporting requirements, all those eligible for the TIF must complete a self assessment twice each year - 2nd quarter and 4th quarter. The self assessments will be sent to each building. In addition, teachers and administrators taking part in the project must track participation in professional development during the school year.
Parent Resource Guides:
Recently, TPS elementary school parents received copies of the Parent Tutoring Resource Guides. Written by current TPS TRACS teachers, these easy-to-read parent guides focus on the core elementary standards for each grade level. Along with targeting the standards, the guides offer useful tips and strategies for helping parents help their child with homework and to prepare for the state standardized tests.
